Buildings always freshly painted

The problem today
Stains and discoloration remain visible for long periods. Painting only happens once the whole building looks bad. The administration is collecting quotes for a full repaint and, meanwhile, touching up the hallways between buildings 2–3 and 4–5.
The result we expect
Buildings are always white and stain-free. Spots are repainted as soon as they appear, without waiting for a full repaint cycle.
